The Destination Activation Stack

Three frameworks. One common standard.

ACES, RIDA and TRUST combine into one pathway, from the infrastructure baseline to the experience travellers have and the confidence to book. It gives every agency and region the same language and the same yardstick.

ACES: Access, Communications, Environment, Services

The quantitative backbone of the stack. ACES defines how prepared a destination is across four areas, and gives every region the same yardstick.

  • A quantitative baseline of destination preparedness
  • Four areas: Access, Communications, Environment and Services
  • One standard that applies to every province and city

The Challenge

Growth depends on coordination, not campaigns alone.

Muslim travel growth is delivered by many agencies at once. These are the five barriers governments most often face.

“A policy delivers only when every agency that touches the traveller works from the same facts, the same standard and the same plan.”

— CrescentRating Strategic Advisory

01

No shared baseline

Few governments hold reliable, destination-specific evidence on Muslim traveller demand, unmet needs and competitor positioning — so priorities and budgets are set on assumption.

02

Fragmented ownership

Tourism, trade, transport, finance and regional administrations each hold part of the visitor journey. Without inter-agency cohesion and clear ownership, plans stall between departments.

03

Uneven regional readiness

Provinces and cities progress at different speeds against different yardsticks. Without one standard applied everywhere, central government cannot see where investment will matter most.

04

Capability gaps

Officials, regional tourism offices and frontline operators need a common understanding of Muslim traveller needs to deliver consistently on the promises a destination makes abroad.

05

No way to track progress

Without repeatable measurement, it is difficult to show which actions moved arrivals and receipts, or to hold a multi-year programme to account.

Regional Benchmarking in Practice

The Indonesia Muslim
Travel Index (IMTI)

Since 2018, CrescentRating has worked with Indonesia's Ministry of Tourism and, in recent editions, Bank Indonesia to benchmark provinces against the ACES framework — giving each one a clear view of its readiness against a global standard.

How IMTI Works

Provinces are assessed against ACES and compared side by side. Regional tourism boards take part under the Ministry's direction.

One global standard

Every province is assessed against the same ACES framework that applies to destinations across the world, so results are comparable and credible.

→15 provinces assessed on one scale

Regional tourism boards involved

Regional tourism boards take part under the Ministry's direction, which keeps national priorities and provincial delivery aligned.

→Central direction, regional participation

Progress you can track

Repeated editions give government a consistent way to see how each province is moving, and where support is still needed.

→Five editions since 2018

Cross-agency partnership

Developed with the Ministry of Tourism and, in recent editions, Bank Indonesia, bringing tourism and economic policy to the same evidence.

How We Work

A structured pathway from
evidence to delivery.

Most government engagements begin with a single question: where do we stand? Our pathway answers it, then builds the shared plan, the capability and the measurement that turn the answer into results.

01
Step 01

Baseline Research

Traveller, source market and stakeholder research that shows where your destination stands today, and which agencies and regions hold the key levers.

02
Step 02

Roadmap & Recommendations

A phased, evidence-based plan with clear priorities, shared ownership across agencies and a framework for measuring progress.

03
Step 03

Capacity Building

Training and certification for officials, regional tourism offices and industry partners, so the plan is delivered consistently on the ground.

04
Step 04

Benchmark & Track

Province or city benchmarking against the ACES framework, repeated over time to show progress and guide the next round of investment.

Engagements are modular — governments may enter at any step based on their current readiness and priorities.
